The tragic death of George Floyd has led our greater community to voice their concerns regarding police practices and policies. A campaign called “8 Can’t Wait” has identified eight practices that police departments can adopt that can lead to a significant reduction in police killings. We at the St. Anthony Police Department have analyzed and reviewed our department policy with the eight practices highlighted by 8 Can’t Wait organization and want to make our community aware of our commitment to policing that is safe, equitable, fair and impartial.

Alleged Misconduct Reports
The Minnesota Board of Peace Officer Standards and Training (P.O.S.T.) requires the Chief Law Enforcement Officer (CLEO) of a law enforcement agency to submit data on alleged misconduct each calendar year, per Minnesota State Statute 626.8457, subdivision 3. The data disclosed in this report is classified as “public”.

Policy Manual
The St. Anthony Police Department is committed to being as transparent as possible with the community we serve. In light of that commitment, we have made our 1,255 page police policy manual available to the public. All employees are required to familiarize themselves with and ensure adherence to the policies contained in this manual.

Use of Force Reports
As part of our commitment to an identified goal in our Strategic Plan, “Principles & Practices – Review and Update,” the St. Anthony Police Department completed a cover-to-cover review, overhaul and implementation of the department policy and procedure manual in 2019. Contained in Policy #300.13 is a commitment to an annual analysis of the department’s use of force, prepared by the Police Captain and submitted to the Chief of Police. Prior to the 2019 implementation of the updated policy and procedure manual, there was not an annual report compiled on use of force incidents, though the process of timely supervisor review of every use of force incident was required and verified.
