Join a Commission
Saint Anthony Village is seeking engaged citizens to lend their voice and time to our Planning and Parks & Environmental Commissions. This is your opportunity to be a positive voice for the future of our community. Each commission advises council on decisions, development plans and policies. The Planning Commission meets the 3rd Tuesday of every month. The Parks & Environmental Commission meetings quarterly on the first Monday in March, June, September and December. Applications are open. Deadline to apply is Nov. 12, interviews will be held Nov. 18. The term is three years and begins Jan. 1, 2025. Commissioners are paid per meeting. Silver Point Park Reimagined - City’s first all-accessible play equipment. 
Exciting changes are underway at Silver Point Park with the installation of fully accessible play equipment, an accessible rubber surface and a swing set! This project was made possible through a sizable Community Champions Playground Grant from GameTime, a manufacturer of innovative play spaces. Additionally, the parking lot and basketball court have been repaved and repairs made to the sidewalk and trails, as part of our 2024 Street Improvement Project.

Congratulations to Spirit of St. Anthony Award Winner, Ernie Hicks
The Spirit of Saint Anthony Award is given to an employee who has been nominated and chosen by their peers for demonstrating our core values of Trust, Service and Inclusion through their work alongside their peers, with our community residents, and with visitors to our City. It is our honor to present the 2023-2024 Spirit of St. Anthony award to Ernie Hicks, Public Works Maintenance Worker. Ernie has been with St. Anthony since July of 2006. Ernie does a phenomenal job at mentoring new employees and shows such patience and leadership. Ernie not only helps keep the city safe with street maintenance, he also ensures our city looks its best by developing schedules for pavement striping and fire hydrants! Employees across all departments speak highly of Ernie and his positive attitude. He has an artistic gift of metal work and often creates wonderful masterpieces for retiring employees. He also proudly represents Public Works at the annual Cub Scout Pinewood Derby. Congratulations Ernie and thank you for all you do for the staff and residents of Saint Anthony Village!

City Welcomes Ashley Morello, New Assistant City Manager
Ashley Morello started with Saint Anthony Village in August. Ashley has her Master’s degree in Urban & Regional Planning from the University of MN and is working towards a second Master’s degree in Public Administration from Hamline University. Ashley comes to us from Hennepin County where she worked as the Principal Transportation Planner the past four years. Prior to that, she was a Transportation Planner with WSB Engineering. MINNESOTA LEGISLATIVE UPDATE

CANNABIS LEGALIZATION AND ITS IMPACT ON ST. ANTHONY VILLAGE

In Spring 2023, the Minnesota legislature passed legislation that has been prominent in the headlines since – the legalization of cannabis products for use, possession, and commerce. Most cannabis business regulation will be at the State level through the new Office of Cannabis Management (OCM). OCM will vet potential cannabis licensees, issue licenses, and manage the industry in Minnesota.   

Licensing Review Process
The licensing review process is in progress, with certain locations beginning to pop up throughout the state. Minnesota’s tribal governments were granted the ability to license their own industries. In those jurisdictions, business activities are well underway.

It’s important to note that there are some key regulatory interactions that will impact St. Anthony Village. Some of those relate to local enforcement and compliance. Other aspects involve common land use regulations of “time, place, and manner.”

There are 14 different kinds of business licenses that the State will grant to cannabis enterprises. Despite that daunting number, they break down into two general categories (at least for land use purposes):  Commercial Retail uses, and Industrial (production, processing, and transportation) uses. In St. Anthony, retail uses will primarily fall to the commercial zoning district (primarily in the St. Anthony Shopping Center area along Highway 88, and the Silver Lake Village shopping area along Silver Lake Road).  The legislation creates two general aspects of cannabis law – personal use and business activities.  

Personal Use —
Individuals are allowed to use and possess cannabis products, although regulations continue to prohibit driving while under the influence, or possession in certain places, such as schools. The City of Saint Anthony Village recently created a provision that prohibits smoking (of any product) on public property, including parks.

Business Operations (two primary areas of local regulation)  —
1) Number of Retail Licensees. The statute mandates that all local governments approve at least one retail location per 12,500 residents, although the community may authorize more if it wishes. At a population of about 10,000, St. Anthony will be required to approve one retailer. Just a note – this minimum standard is imposed whether or not the local community decides to create its own municipal dispensary operation.

2) Local Authority for Location. The new law permits the city to keep operations separate from certain types of land uses, including schools, parks with child-oriented facilities, 
 child day care facilities, and residential treatment facilities. The limitation on this is that the city may not use these separation distances to effectively eliminate possible business locations. St. Anthony has created setback distance requirements for each in accordance with the law.  

The St. Anthony Planning Commission and City Council will finalize its regulations around cannabis over the fall. It is expected that the Minnesota OCM will begin vetting license applications by early 2025 with business locations soon after.
